RFP Phase 1 Short Term Training PMKVY 3.0
Proposals are invited to train candidates for financial year 2020-21 across the States and Union Territories as mentioned in this RFP. Proposals shall be evaluated on a pre-defined criterion which includes but not limited to eligibility, due diligence and scoring matrix, post which target allocation would be done basis necessary approvals.
Target allocation through RFP route would involve the below categories organizations:
1. New Organizations
2. Training Providers with STT-CSCM PMKVY 2016-20 engagement
The below process would be followed for allocation of targets under RFP:
The applications for the RFP would be received through an online portal where interested and eligible Organizations can submit proposals. The organizations need to register themselves on the portal and provide necessary information such as past skilling experience, financial details, and others. The organizations need to submit information on the proposed state, district, Training Center, and job role(s), where training under STT-CSCM PMKVY 3.0 would be implemented. The organizations would be required to submit necessary documents to support the information provided on the online portal.
The below major steps would be followed in the Proposal submission stage:
1. An organization should select the state and district of application for the RFP. The TP would be required to select the TC it wishes to include for the proposal. If the TC Id is available, then that would be shown in the Portal as a drop-down menu.
2. An organization should select the category of its application. The categories have been illustrated in the Evaluation and Shortlisting section of this RFP.
3. As per the selected category, the TP would be able to select the job role(s) to be included in the proposal. The job roles list would be made available to the TP as a drop-down menu basis job role(s) recommended by SSDMs / DSCs and Accreditation and Affiliation (A&A) on SMART information of the TC in Skill India Portal.
4. The TP should provide other details for the proposal such as target details, center area (if a new center), and others.
Eligibility conditions applicable to all categories:
1 An Applicant should be eligible to work in a region and not be blacklisted by any donor agency / State Government / Central Government / Government Agency/ Public Sector Undertaking/ autonomous bodies/ any other competent authority
2 An entity or any TC of the Entity should not be blacklisted for any project implemented by NSDC / MSDE
3 An Applicant should have no statutory dues at the time of application
Submission of proposals
The proposal should be submitted online by visiting proposal management system at pmkvyofficial.org that would be accessible to training provider on 12-04-2021. The tentative schedule for the process is highlighted in the table below:
1 Release of notification for request of proposals 31.03.2021
2 Proposals submission start on portal 12.04.2021
3 Last date for submission of proposals by prospective TPs 26.04.2021
Proposal Processing Fee
A non-refundable one-time fee of INR 15,000-/- (Fifteen Thousand only) is to be provided by all Applicant as a registration fees through any one of the multiple modes of online payment available on the project application portal. Additionally, the Applicant need to provide a fee of INR 2,500 (Two Thousand Five Hundred only) for each proposal submitted by the TP
