Proposal Inviting To Shortlisting of TP for Implementation of Vocationalization of School Education Under Samagra Shiksha In 64 Government Schools in J&K

Ministry of Education (MoE, erstwhile Ministry of HRD) brought out a revised Centrally Sponsored Scheme for Vocationalisation of Secondary and Higher Secondary Education (CSS for VSHSE) to integrate employability education into School Education in September 2011. In 2018, this scheme got further revised and brought under the integrated initiative (Samagra Shiksha) by MoE and termed as Vocationalization of School Education (VSE). The revised norms allow a student to complete training in one Job Role in 9 th and 10th standards; followed by another Job Role in 11th and 12th standards.

  • The scheme is operated within the NSQF (National Skill Qualification Framework), which establishes a system of clear educational pathways from school to higher education while providing certification of vocational skills.

  • • The Government of Jammu & Kashmir (J&K) has been implementing VSE in 553 schools till date, as per approval and funding from MoE and Government of J&K. In 2020-21, Government of J&K has been approved with additional schools from MoE, for implementation of VSE.

  • • In the earlier REoI (EoI No.: NSDC/GoJK/VSE-SS/EOI/0203-1303/2020 dated 2nd March 2020) on shortlisting NSDC-approved Training Partners for schools in J&K, specific requirements pertaining to ‘Agriculture’, ‘Plumbing’ and ‘Sports’ sectors only, have been abolished by competent authority. The schools in said sectors of the earlier REoI has been included (along with additional schools, allocated by Govt. of India to Govt. of J&K, wherever applicable) in the present REoI document, and has been rolled out with further revised clauses. Thus, the proposals submitted by NSDC-approved Training Partners for Agriculture, Plumbing and Sports sectors against the earlier REoI (EoI No.: NSDC/GoJK/VSE-SS/EOI/0203-1303/2020 dated 2nd March 2020), stand null and void.

  • • The Govt. of J&K is willing to outsource the entire Training Delivery in additional Government Schools, as approved by Govt. of India, to NSDC-approved Training Partners. The Govt. of J&K has approached NSDC with a request to float REoI on their behalf and provide a panel of shortlisted NSDC approved Training Partners for the roll out of the scheme in 64 additional Government Schools from 2020-21 academic session.

The NSDC approved Training Partners (further to be referred as “TP") who will be selected by a State Level Selection Committee are supposed to take up the following activities:

1. Trainer Deployment – Provide full time trainer as per the trainer qualification norms prescribed by the PSSCIVE

2. Trainer’s Salary: Salaries to be paid to the Trainers as per the agreed conditions of the State / UT Government.

3. Appointment of TP Coordinator and Salary – TP to appoint Coordinator for which the State / UT Government will pay TPs the salary as per the agreed terms and condition.

4. Training Delivery as Stated by the State / UT Government:

  • Understand the existing content of the curriculum prepared by PSSCIVE and get it delivered through its faculty effectively in the classroom
    Ensure that the entire vocational content designed is delivered in the classroom within the stipulated time. Ensure quality parameters are met.
    Ensure to conduct internal assessments of students on a weekly/ monthly basis as per the assessment pattern set up for the domain
    Conduct soft skill training including preparing the students for work as per the industry requirement.

5. Service Level Terms: Following Service Level Terms will have to be adhered by the selected TP – deliverables will be finalized along with financial tenets, through a formal service level agreement between Samagra Shiksha J&K and selected TPs

  • • Complete the syllabus as per the timeline.
    • Conduct practical sessions as per the syllabus.
