Approval of Guidelines and launch of Scheme PMKVY 3.0 (November 2020)


1.) This refers to the consultation meeting on Pradhan Mantra Kaushal Vikas Yojana (PMKVY) 3.0 held on 6th November, 2020 with the States/UTs. For your reference, the presentation as well as features of PMKW 3.0 is attached as Annexure-l with this letter.

2.) Under PMKVY 3.0, the District Skill Committees (DSCs) have to play a pivotal role. The DSCs have to carry out district level skill gap and demand assessment mobilization of the candidates, counselling of candidates, formation of training batches, post training support and provide handholding support to the candidates after placements, besides addressing the grievances, if any. 

3.) While The guidelines of PMKW 3.0 are under finalization, it is proposed to launch it by November 2020. Therefore, it would be necessary that the State Skill Development Missions (SSDMs) of the States/UTs engage with the district administration for clear understanding of the roles and responsibilities in States and districts in the implementation of the PMKVY 3.0. A list of suggestive agenda points is kept at Annexure-ll.

4.) You may recall that a list of activities along with tentative timelines were discussed during the State level consultation (Annexure lll. Since we have limited time available, I request your personal intervention in rolling out PMKW 3.0 as per the timelines agreed by all of us. The team from PMKVY 3.0 would be in touch with SSDMs.

Main Features of PMKVY 3.0 (2020-21)

  1. 1. Demand Driven Scheme:

  • ⇒ Bottom up approach shall be adopted for identification and mapping of job roles based on demand from district level.

  • ⇒ District level plan will be the fundamental instrument for implementation of PMKVY 3.0.

  1. 2. District Skill Committee (DSC):

  • ⇒ DSC shall be the focal point for implementation of PMKVY 3.0.

  • ⇒ Major role of DSC- preparation of District Level Plan, mobilisation and counselling of candidates, formation of training batches, monitoring and quality assurance and post training support (Rozgar Mela/placement linkages) employment/ self employment and grievance redressal. 

  1. 3. Dynamic fixation of targets/funds under PMKVY3.0

  • ⇒ Total target of the scheme will be divided approximately in the ratio of 75:25 between Centrally Sponsored Centrally Managed (CSCM) and Centrally Sponsored State Managed (CSSM) Component.

  • ⇒ States who have performed well in the PMKVY 2.0 scheme and are willing to take higher targets would be given higher targets.

  1. 4. Introduction of Recognition of Prior Learning (RPL) under CSSM Component of PMKVY 3.0: Apart from Short Term Training (STT), orientation/certification of candidates under RPL shall be introduced in the CSSM component.

  2. 5. Introduction of Assessment Ecosystem: 

  • ⇒ There will be the Common Assessment Centers for assessment of certified candidates. 

  • ⇒ Emphasis would be given on online assessment system for theoretical and practical learnings, wherever possible. 6. Modes of Training: Apart of Class-room based training, the focus will be given on-line /blended mode of training in certain job roles.

  • ⇒ 7. Create a pool of certified trainers for which direct funding shall be provided for the Training of Trainers Program.

The suggestive agenda points for meeting of State Skill Development Mission (SSDM) with District Administration for rolling out of PMKVY 3.0 (2020-21)

Outcomes: Rolling out of PMKVY 3.0 for imparting short duration skill development training under standardised skilling framework.

  • (A) Primary Agenda points:

  1. Aggregation of District Level Demand for State Skill Development Plan:

  • ⇒ Each DSC of the States shall identify their job roles based on demand.

  • ⇒ SSDM shall aggregate the district level demand for preparation of State Skill Development Plan.

  1. 2. Creation of District level ecosystem for mobilisation and counselling of candidates:

  • ⇒ SSDM will support the DSC for mobilisation and counselling of candidates through Kaushal Mela, Awareness& Advocacy and Publicity. 

  • ⇒ Ensuring timelines for mobilising candidates job role wise.

  1. 3. Formation of training batches:

  • ⇒  SSDM will support the DSC for formation of job role wise training batches.

(B) Additional Agenda Points:

  • ⇒ Monitoring and supervision of Training quality

  • ⇒ Post Training Support

  • ⇒ Handholding support after placement /self employment

  • ⇒ Verification of placement

  • ⇒ Grievance Redressal
