Eligibility Criteria -

The Bidders eligible to participate in this tender should fulfill the following Criteria:

1. Technical Criteria

a) The Bidder must have experience of having successfully completed projects of SAP module implementation and/or support during the last 5 (Five) years from the date of publication of tender, which shall be either of the following:

i) Three projects of annual value not less than INR 20 Lakhs each excluding taxes OR

ii) Two projects of annual value not less than INR 25 Lakhs each excluding taxes OR

iii) Single project of annual value not less than INR 40 Lakhs excluding taxes

b) The bidder should have on its payroll at least 4 (four) SAP certified professionals, each one of whom should have at least 3 (three) years of experience in the relevant SAP module as mentioned in Clause 6.1, in which they hold the certification. All 4 (four) professionals should have certification in different modules. The 3 (three) years of experience shall be considered as on the date of tender publication.

Note: “Year” for technical criteria means continuous period of 365 days in last five years

Self-attested copies of

a) Relevant contracts or work orders or agreements containing the scope of services, the value of the contract or work order or agreement; and

b) Completion certificate from their clients/employers, regarding successful completion of the services

c) In case value of the contract is not mentioned in the contract or work order or agreement, then the value must be mentioned in the completion certificate issued by the client/ employers

d) Summary of the project(s)/assignment(s) undertaken by the Bidder - as per Annexure 6

e) The CVs of the professionals are to be submitted by the bidders (as per the format given in Annexure 7 ) along with copy of the SAP certification of the professionals. Also bidder need to provide Salary Certificate / PF statement to confirm the professional on being its own roll.

7.2 Financial Criteria

i) The average turnover of the bidder from providing IT and IT enabled services in the last 3 (three) financial years should be at least Rs. 2,00,00,000/- (Rupees Two Crores only). 

Note: Applicable 3 (three) years - FY2019-2020, FY2020-2021 and FY2021-2022

a) Copies of audited financial statements

b) In case the audited financial statement of the last financial year is not yet ready, the bidder shall submit a certificate from the statutory auditor, certifying the annual turnover of the bidder from providing IT and IT enabled services for FY2019- 2020, FY2020-2021 and FY2021- 2022 as well as the net worth of the bidder in the last financial year (i.e. FY 2021-2022) under consideration.

7.3 Other Criteria

7.3.1 The Bidder can be either

i) a Company (Private or Public), or

ii) a registered partnership firm, or

iii) an LLP firm Copies of a) Company (Private or Public)

• Deed of Partnership 7.3.2 The Bidder should have valid PAN and GSTIN registration

▪ Copy of PAN

▪ Copy of GST registration certificate – REG 06

7.3.3. The Bidder should not have been banned/blacklisted by OMC or any government agency or any PSU as on the date of submission of Bid Affidavit to this effect, as per the format given in Annexure 11

7.3.4 Tender Paper Fee, EMD amount and Power of Attorney

a) Proof of payment of Tender Paper Fee; Please refer to Clause 8.6 for further details

b) Bid Security Declaration to be submitted by the Bidders in lieu of EMD; Please refer to Clause 8.7 for further details.

c) Power of Attorney (as per the format given in Annexure 3) in favor of the Authorized Signatory of the Bidder who shall also be the DSC holder. Please refer to Clause 8.5 for further details

7.3.5 The Bidder whose Contract/Agreement with OMC had been terminated /failed to perform will not be eligible to participate in the bidding. Decision of OMC in this regard is final & binding on all such entities

7.3.6 The bidder must be an SAP partner and have a valid SAP partnership certificate/agreement with SAP. Bidder need to provide Partnership Certificate or Master Agreement with SAP.
