Eligibility Criteria -
1. Must be a company, partnership firm, LLP & must have 3 years experience
2. Should have a minmium average annual turnover of Rs. Scr. in last 3 FY.
A. Technical Experience -
Applicant should meet the following technical criteria. Each point describes the minimum qualification and the bidder will have to submit the maximum on his/her part with all necessary documentary evidence.
(a) The applicant (including holding and subsidiary company) must be a company registered in India under Indian Companies Act 1956/ Indian Companies Act 2013 OR A partnership firm registered under Indian Partnership Act, 1932. OR A Limited Liability Partnership (LLP) firm registered under Limited Liability Partnership Act 2008. and in operation in India for at least 5 years as on EoI submission date and should have their registered offices in India.
(b) The applicant should have adequate experienced staff to depute at District level to support and execute this programme in schools.
(c) The applicant (including holding and subsidiary company) should not have been blacklisted with any of the Central Government Department and any State Government Department on account of providing services, corruption or fraudulent practices.
(d) No pending litigation against applicant (including holding and subsidiary company) with any Central Govt. or any State Govt. Departments.
(e) The applicant (including holding and subsidiary company) should have experience of 3 Years in similar kind of software development or distribution/e-content development or distribution development or distribution of e-Books and created or supplied functional English study material/books.
(f) Applicant should: -
i) not be insolvent, in receivership, bankrupt or being wound up, not have its affairs administered by a court or a judicial officer, not have its business activities suspended and must not be the subject of legal proceedings for any of the foregoing reasons;
ii) their directors and officers not have, been convicted of any criminal offence related to their professional conduct or the making of false statements or misrepresentations as to their qualifications to enter into a procurement contract within a period of three years preceding the commencement of the procurement process, or not have been otherwise disqualified pursuant to debarment proceedings;
iii) comply with the code of integrity.
B. Financial Experience-
a. Turnover: The applicant (including holding and subsidiary company) should have minimum average annual turnover of Rs 8 Cr. in the last 3 Financial Years (FY 2019-20, FY 2020-21, FY 2021-22).
b. Applicant should have experience of developing/supplying similar kind of software/e-content/e-books/ functional English study material/books at least-
1. Single order of Rs. 1 Cr. to any Central/ State Government/PSU/Enterprises/ Private sector in last five years. Or
2. Two orders of Rs. 0.75 Cr. each to any Central/ State Government/ PSU/Enterprises/ Private sector in last five years. Or
3. Four orders of Rs. 0.50 Cr. each to any Central/State Government/PSU/ Enterprises/Private sector in last five years.
C. Proposed solution/vision-
The applicant will have to provide a write up/vision document for enhancing competencies of students of secondary school level under 'Enhancement of Spoken English Programme'. The document should have the description on the following points-
i. Provide Facilitators (Human Resource)-Details of human resource (including qualification) to be deputed in districts after award of the assignment shall be provided at the time of financial proposal.
ii. Software and Learning Content-Details of software and Content to achieve desired levels (Al to Cl) based on CEFR) and programme modalities.
iii. Assessment and survey: a) Provide details of mechanism to be adopted for online base line survey and assessment of students. b) Roadmap for teachers' training/orientation and capacity building for offline assessment of student achievement. c) List of institutions/organizations/clients where the purposed solution has been successfully conducted if any (with documents in support).
