Background

Rajasthan Skill and Livelihoods Development Corporation- RSLDC is an initiative by the Government of Rajasthan to cater to the challenges of creating a large number of Skill development and livelihood opportunities for the poor, increasing skilled labour force and to increase the income levels of working poor in the State. RSLDC designs and implements the appropriate livelihoods strategies for the poor and the vulnerable. The areas of operations include:

• Build and disseminate knowledge of skill eco-system

• Skill Enhancement & Innovations

• Policy Reform and advocacy

 • Capacity Building of organizations

• Designing livelihood promotion strategies

• Implementing Pilots

• Executing various skill development programmes/schemes of GoR/Gol implemented through RSLDC

• Innovations in the field of skill & Entrepreneurship Development Function as state TSA in DDU-GKY/ PMKVY Project. RSLDC started skill training programmes in 2004.

 It wishes to scale up the skill training programme and also imrove quality of exisiting skill development initiatives. It acts as a centralized corporation for training activities, livelihood innovation and liaison between various different institutions, boards, government departments within and outside the country to facilitate employment generation. RSLDC has shouldered the responsibilities of the skilling and development of the entire state in true perspective. For this purpose, RSLDC lays emphasis on promotion of 'professionally competent and dedicated implementation structures' at the state, district, and sub-district level for managing and supporting all Skill development and Livelihoods activities. For ensuring that technical and professional assistance and required implementation support is available at every district of the state. RSLDC envisages one of the key activities to be the services for staff augmentation and allocation of human resources plus management through hiring of a consultancy service, which will provide suitable resources and efficient management support services to make the RSI.DC operational across all districts of the state. For this, RSLDC will hire services of a Project Management Consulting Agency (PMCA) that will provide thematic support services for ideas incubation, policy framing and formulating implementation strategies for core programme implementation at both state and district level on key thematic areas such as Skill Development/ Training; livelihoods; capacity and institution building; jobs placement (domestic & overseas) and market linked skill development; self-employment and micro enterprise development, recognition of prior leaming (RPL), entrepreneurship; etc. Description of services for supporting implementation of RSLDC is given in Annexure-I. Besides, the RSLDC will develop state program management systems like management framework, technical and financial management, procurement management. monitoring and evaluation, etc. for effective implementation. For the purposes of technical assistance (TSA ) to the districts for enhancing their program implementation capacity, it is envisaged that Technical Assistance (TA) and Knowledge Management (KM) services will be made available by the agency. Therefore, the TA and KM support required for the program would be conceived by developing the structure which involves the implementing agency (at state and every district level) and knowledge management; both coordinated by the PMCA.

    1. Objective of the Assignment :- To provide certain defined services to RSLDC for carrying out program implementation, monitoring and technical assistance for implementation of the Skill Training and Placement in Rajasthan.

2. Scope of the assignment :-

2.1 The PMC Agency will be responsible for providing certain services which would make RSI.DC functional in all aspects such that it can support various districts across Rajasthan in rolling out and spearheading all the skill development, training and placement initiatives in Rajasthan. For carry ing this out, the Agency will be the project management unit and shall coordinate to provide requisite services by deploying suitable qualified resources. managing members/projects, monitoring and reporting, administration and support activities.

2.2 The resources deployed by the Agency will be dedicated full time for this service and shall be retained with that exclusive requirement. To ensure quality. the agency shall develop and follow an exclusive HR policy (which will be approved by RSLDC), describing standards and guidelines for managing the resources deployed for the purpose, based on comparable similar structures established for delivering technical assistance projects of this nature in rural livelihoods sector. The selected agency will provide services through deployment of suitable resources, having results orientation, potential to lead a thematic unit and ability to extend quality support to districts.

2.3 The composition of resources to be deployed by the Bidder will be based on the services assigned to them. The specific service requirement may be changed based on the roll out of the programme in the districts and based on periodic reviews of the programme. This should be matched by changes in the resources deployed. Thus the personnel to be deployed will 1101 be static. It will vary in response to the additional requirements of services.

2.4 The Bidder will ensure that while selection of resour;:es to be deployed. it will maintain the highest degree of transparency. The agency will ensure selection of only those candidates who fulfil the eligibility criteria prescribed for the task to be performed The search and selection process should continue till suitable resources is found and recruited by them. Under no circumstance will the selection and recruitment requirements be diluted since that will affect adversely the quality of the services to be rendered. All information related to recruitment of resources will be provided to KSLDC as and when required. While selecting any resource at any time, the agency shall keep the MD. RSI.DC in the loop.

2.5 To ensure quality, the selected agency will put in place a full time high caliber team for management support in the areas of HR administration for resources deployed by them, office management, logistics management. financial management and procurement management etc. The desired profile of team members for this purpose is at Annexure-II.

 2.6 For delivering the services envisaged in the program, it is estimated that 89 professionals/persons of varying levels of experience will be repaired for the initial period (two veers). Periodic assessment of incremental requirements in services to be rendered will be communicated by the RSLDC based on the emerging work program and the agency will deploy additional resources to match additional service requirements (Refer Annexure-II for the matrix with the Profile, Position, Qualification and required experience for resources.)

2.7 The Bidder would provide back-end support to RSLDC to maintain records of expenditures incurred for the services along with the supporting documents, track expenditures by activity heads, etc.

2.8 1 All governance, monitoring and reporting aspect of this assignment will be under the control and superintendence of the Managing Director (MD) RSLDC. The agency will need approval for its activity plan. including deployment of resources from the MD - RSLDC on a quarterly basis and time to time.

2.9 The proposed activity plan would be reviewed by MD - RSLDC and based on his approval on the Quarterly Activity schedule / Work allocation, the Bidder shall be responsible to execute various project tasks during the Quarter.

2.10 At the end of each quarter, the Bidder shall be responsible to submit Quarterly Progress Report (QPR) to MD-RSLDC specifying various activities performed by various levels of Resources. The Report would be verified and reviewed by RSLDC team.

2.11 The Bidder will manage ISMS for RSLDC - Skill Development Management System which will be Internet based. The MIS should provide end to end service which will include all information on processes and outcomes and will cover information right from mobilization, details of students, attendance record through biometric machines installed at each training centre I any other suitable attendance monitoring mechanism and its sharing at various levels, Assessment and certification, all related information about training and placement tracking of batches, monitoring at various levels, generation of various reports and capture of all data. The financial MIS, and also MIS being developed for convergence of skill schemes under state Govt. and also MIS management required for various central Govt. schemes. The specialized resources of the agency may be required to create software for linkages and integration of various MIS modules & mobile Applications.

2.12 Operational Cost of Headquarter office

The Core team & State team resources of PMCA will be stationed at head of of RSLDC in Jaipur. RSLDC will provide office space with facilities (electricity. water, Internet, Intercom, photo copier, stationary, furniture). Desktop computer with data-entry operators may be provided to AI-  level resources at the discretion of MD, RSLDC. if required & deemed appropriate. CUG connection with interact (as decided by RSLD('). Office boy will be provided on pool basis. Laptop to A I+ and A I level resources and Tablet PC shall be provided by the bidder.
