BACKGROUND AND SCOPE:-
• Ministry of Education, MoE (erstwhile MHRD) brought out a revised Centrally Sponsored Scheme for
Vocationalisation of Secondary and Higher Secondary Education (CSS for VSHSE) to integrate
employability education into School Education in September 2011. In 2018, this scheme got further
revised and brought under the integrated initiative (Samagra Shiksha) by MoE and termed as
Vocationalization of School Education (VSE). The revised norms allow a student to complete training in
one Job Role in 9th and 10th standards; followed by another Job Role in 11th and 12th standards.
• The scheme is operated within the NSQF (National Skill Qualification Framework), which establishes a
system of clear educational pathways from school to higher education while providing certification of
vocational skills.
• The Government of Gujarat has been implementing VSE in 345 Schools till date and 589 additional schools
has been approved in PAB 2022-23.
• The Government of Gujarat is willing to outsource the entire Training Delivery in 589 Government
schools, to NSDC-approved Training Partners from academic session 2022. The Govt. of Gujarat has
approached NSDC with a request to float REOI on their behalf and provide a panel of shortlisted NSDCapproved
Training Partners for the roll out of the scheme in these 589 Government schools, from 2022
academic session.
• At the discretion of the Government of Gujarat, the number of schools may vary at the time of final
allocation.
• The teacher handbook and the student curriculum and courseware are already developed by PSSCIVE,
based on the NOS set by the SSCs.
ELIGIBILITY CONDITIONS:-
1. Criteria :- NSDC approved Training Partner. (‘Funded’ / ‘Non-funded’ Training Partners only, approved by NSDC to impart fee-based training programs)

2. Criteria :- Organization incorporation date
Minimum requirement :- On/before 31th March 2019
3. Criteria :- Organization’s presence in Gujarat (Registered Office / Branch Office / Self-Owned Operational Training Centre) as on 30th- April -2022.
Minimum requirement :- N.A.
4. Criteria :- Number of people trained in the related sector in Financial Years: 2019-2020, 2020-21 and 2021-22, as reported on Skill India Portal (,SIP) across various skill development initiatives (scheme and non-scheme)
Minimum requirement :- 1,000
5. Criteria :- The cumulative revenue of the Organization in Financial Years: 2019-2020, 2020-21 and 2021-22.
Minimum requirement :- 1 Cr.
6. Criteria:- Approval from NSDC, in imparting Skill Development Training in interested Sectors
Minimum requirement :- NSDC Approval in Term Sheet / Sector Addition.
